Sugar Mill Country Club and Estates did not appear overnight. The first residential lots, Unit I with 34 lots, were approved and recorded in November 1970. The land itself traces back to a historic 610-acre tract originally tied to the Joseph Bonelly grant properties. Rolling Hills Enterprises purchased the acreage and developed it as a golf-centered residential community, and Sugar Mill Association, Inc. was established in 1974 and incorporated as a Florida not-for-profit corporation in 1980.
Today the community encompasses more than 800 single-family homes, villas, and condominiums spread across a gated, deed-restricted environment roughly ten miles south of Daytona Beach. The architecture ranges from homes built in the 1970s and 1980s through properties constructed well into the 2000s, so the housing stock is genuinely varied. Mature live oaks and established subtropical landscaping give the streets a canopy that a brand-new development simply cannot replicate. Lot sizes tend to be more generous than what you find in newer master plans, and the tree cover keeps summer heat noticeably lower in many sections.
The Golf Club: Private, Thorough, and Separate from the HOA
Sugar Mill Country Club operates 27 holes of golf across three nine-hole courses, making it one of the most comprehensive private golf offerings in the New Smyrna Beach area. The club employs PGA-certified professionals and provides instruction, competition, dining, tennis, and a resort-style pool. Membership is private and tiered, with a range of options to match different levels of participation.
One governance detail matters a great deal to buyers: Sugar Mill Association, Inc. amended its covenants specifically to separate HOA operations from country club operations. The homeowners association governs community standards, maintains common property, and manages deed restriction enforcement. The country club runs independently. A buyer purchasing in Sugar Mill is not automatically a club member, and club membership obligations, fees, and bylaws are governed by a separate set of documents. Prospective members can explore the club through preview options before committing to full membership, which is a sensible way to confirm that golf and lifestyle expectations actually match the reality on the ground.
For Pat and Gene, this separation was important. Gene plays golf seriously; Pat enjoys the pool and tennis but has no interest in a full golf membership. The tiered structure meant they could calibrate their club involvement without being locked into a one-size-fits-all obligation.
Venetian Bay: The Newer Alternative
Venetian Bay sits north of Sugar Mill in the New Smyrna Beach area and represents a different generation of community planning. The landscaping and tree canopy are younger, the streets are more uniform, and the overall aesthetic is closer to what buyers recognize from master-planned communities across Central Florida. The tradeoff is character. Sugar Mill's winding streets, larger lots, and decades-old plantings create a sense of place that takes generations to develop. Whether that matters depends entirely on the buyer.

Individual homes within Sugar Mill vary considerably depending on whether the property is a single-family home on a larger lot, a golf villa condominium, or a patio-style home. Buyers should expect pricing to reflect lot position, golf course frontage, renovation level, and the decade in which the home was built. What Buyers Must Review Before Going Under Contract
Sugar Mill is a deed-restricted community, and that means the documents govern far more than paint colors. Under Florida Statute Section 720.401, a prospective buyer of a home in a homeowners association must receive the HOA disclosure summary before signing a contract, and the buyer has three days to cancel after receiving it. The HOA documents, including the declaration, bylaws, rules, and most recent financial statements, should be reviewed carefully. Equally important is the estoppel certificate under Section 720.30851, which confirms the status of any unpaid assessments or violations tied to the specific property.
For any condominium or villa unit in Sugar Mill, Florida Statute Section 718.503 governs the condominium disclosure package. Buyers of condominium buildings of three stories or more also face the added context of milestone inspection requirements and structural reserve funding rules that took effect under Senate Bill 4-D, now codified in Chapter 718 and Chapter 553. A villa or low-rise structure may fall under different thresholds, but the age of some Sugar Mill condominiums makes it essential to confirm inspection status and reserve adequacy before committing.
The club documents deserve their own review. Because the country club operates independently of the HOA, a buyer who intends to join needs to understand initiation fees, monthly dues structures, transferability, and any capital assessments that may be pending. These obligations do not appear in the HOA estoppel and will not surface automatically in a standard title search.
Flood zone status also requires individual attention. The New Smyrna Beach area contains a range of FEMA flood designations, and elevation determines both flood insurance eligibility and premium levels. Flood insurance is separate from a standard homeowners policy and is not optional in a Special Flood Hazard Area if the buyer carries a federally backed mortgage. A current elevation certificate for any property under consideration is worth obtaining early in the process.
Property taxes are assessed by the Volusia County Property Appraiser. A primary residence qualifies for the homestead exemption and the Save Our Homes cap under Article VII, Section 4 of the Florida Constitution, which limits annual assessed value increases to three percent or the rate of inflation, whichever is lower. Buyers who are relocating from another Florida homesteaded property should also explore the portability of accrued Save Our Homes benefits under Section 193.155(8), Florida Statutes, as this can meaningfully reduce the tax burden on a new purchase.
What Pat and Gene Chose
After two visits to New Smyrna Beach and a detailed document review, Pat and Gene chose Sugar Mill. The deciding factors came down to three things.
First, the canopy. Gene had spent decades in Atlanta neighborhoods where mature trees defined the quality of the street, and he was not willing to spend his retirement years waiting for new plantings to grow in. Sugar Mill's established oaks and subtropical landscape gave them that immediately.
Second, the club structure. The ability to choose separate membership levels meant Gene could pursue a full golf membership while Pat selected a social membership with pool and tennis access. That flexibility did not exist in the same form at Venetian Bay.
Third, the age of the homes worked in their favor financially. A 1990s Sugar Mill home required inspection diligence and some negotiation over deferred maintenance items, but it was priced in a range that gave them room to renovate the kitchen and update the HVAC without stretching.
